Istanbul Gold Refinery's roots trace to Halac Jewelry Limited, founded in 1995 by Ömer Halac, which merged in 2002 with a separate refinery established in 1996 with backing from the Turkish government, the Ministry of Finance, and the Istanbul Gold Exchange — forming the combined entity known today as Istanbul Gold Refinery Inc. It holds a genuine national first: IGR was the first refinery in Turkey to achieve .9999 fine gold purity. The refinery earned LBMA Good Delivery accreditation for gold in 2011, with its silver products following much later in 2024, and operates near Istanbul Atatürk Airport with capacity to produce 400 tonnes of gold annually.
IGR represents Turkey's entry into the top tier of global gold refining, backed from its founding by government and exchange institutions rather than purely private capital. Its 400-tonne annual gold capacity puts it among the more substantial refiners covered on this site, and its position straddling European and Middle Eastern bullion markets gives it a distinct geographic niche compared to the Swiss-dominated refiner landscape most Western buyers are more familiar with.
