What is sheldon scale?

Short answer: The Sheldon scale is the 1 to 70 numerical scale used to grade coins, where 70 is a perfect coin and lower numbers show more wear.

Most grading services use it. Grades are often written with a prefix, such as MS for mint state or PF for proof, so MS-69 and PF-70 are common labels.
